Soh Kee Hean
Soh Kee Hean is an Associate Professor (A/Prof) in the Singapore University of Social Sciences (SUSS). He teaches in the Bachelor of Public Safety and Security programme, in courses such as Governance and Corruption, Policing and Crime, Security Operations, Risk Management and Transnational Crime. He manages the Minor in Criminal Investigation, a milestone investigation training programme accredited by SUSS, conducted by the Singapore Police Force, for police and other law enforcement officers. He is also Head of the Minor in Applied Behavioural Sciences programme, attended by students across different disciplines in SUSS. Under the continuing education and training programme, he conducts industry courses in corporate investigation for working professionals.
A/Prof Soh undertakes consulting, training and project work with international organisations and public agencies in various countries in policing, governance and anti-corruption subject domains. He has delivered presentations in international conferences and events such as those organised by UNODC, INTERPOL, the International Anti-Corruption Academy, the Association of Certified Fraud Examiners, Civil Service College and various organisations and universities.
Prior to joining SUSS, A/Prof Soh served in the Singapore Police Force, retiring as Sr Asst Commissioner. He held leadership appointments such as Deployment Officer, responsible for incident response and community engagement in a police division and Head Operations Planning, Police HQ, responsible for country wide contingency planning, major operations and crisis response. He was Commander of Geylang Division, one of the territorial divisions in the police. He also served as Director Police Technology, in charge of development and deployment of technology force-wide, as well as Deputy Director of Criminal Investigation Department, responsible for major criminal investigations.
He served secondment periods in Singapore Prisons Service as project staff to the Director of Prisons and in the Ministry of Home Affairs as Director Inspection and Review and Dy Director Joint Operations. He also served in the Home Team Academy as Sr Director Technology Development and Director Home Team School of Criminal Investigation. He was seconded to Ministry of National Development as Dy Executive Director to establish and run the new real estate regulatory agency, the Council for Estate Agencies.
A/Prof Soh was appointed Director of the Corrupt Practices Investigation Bureau (CPIB), for a period of 5 years. CPIB is the sole agency that combats corruption in Singapore and as Director, he was responsible for all aspects of corruption control work, from leadership, policy, planning, intelligence, investigation and operations to international co-operation.
A/Prof Soh graduated from Oxford University, UK, with a Master of Arts in Philosophy, Politics and Economics. For his outstanding contributions to public service, he was awarded the national Public Administration Medal (Silver).
