What We Have Delivered
Leadership Development
Working closely with Bhutan's Royal Civil Service Commission (RCSC) and Royal Institute of Management (RIM), CAG co-created a leadership development programme to prepare Division Chiefs for senior leadership responsibilities.
The Academy aligned the curriculum with Bhutan's Leadership Capability Framework, designed an integrated learning experience centred on the competencies required at this career milestone, and supported programme delivery to ensure learning translated into stronger leadership practice across the civil service.
In collaboration with the Public Service Commission of Kenya (PSC), Emerging Public Leaders (EPL) and Emerging Leaders Foundation (ELF), CAG delivered a multi-segment programme for young civil servants stepping into their first public service leadership roles.
The Academy structured the programme as a blended learning experience, combining online modules with residential segments on policy design, implementation, and public service ethics. This enabled participants to build capability progressively rather than through a single event. Participants were equipped to translate policy ideas into practice and lead with integrity early in their public service careers.

Government Capability & Functional Excellence
Brunei Institut Perkhidmatan Awam (IPA), the civil service training institute under Brunei's Prime Minister's Office, engaged CAG to design and deliver targeted capability-building programmes that strengthened policy paper writing and strategic planning implementation capabilities.
Drawing on IPA's identified capability needs, the Academy developed practical, modular courses that equipped participants with structured approaches to writing effective policy papers and translating strategic priorities into actionable implementation plans.
At the invitation of Rwanda's Ministry of ICT and Innovation, CAG joined forces with the Chandler Institute of Justice (CIJ) to design and deliver a knowledge exchange workshop on ICT policy and law design in Kigali.
The workshop paired CIJ’s law reform experience with the Academy's institutional development and capability-building expertise. It convened government officials from across the ICT ecosystem alongside private sector and civil society leaders, drawing on subject-matter experts in digital law reform, digital policy, cybersecurity, and innovation to explore the policy and legal groundwork for Rwanda's digital ecosystem. Sessions combined expert input with structured discussion and collaborative group exercises, ensuring the learning was anchored to Rwanda's national priorities.
Organisation & Government Transformation
Uganda's Office of the President commissioned CAG to design and facilitate a whole-of-government leadership programme for Permanent Secretaries to strengthen cross-ministry collaboration, align leadership around shared priorities, and drive more coordinated government action.
The Academy designed the learning experience to move beyond individual leadership development, creating structured opportunities for peer exchange, collaborative problem-solving, and applied capstone projects. This enabled the Permanent Secretaries to develop practical solutions to shared national challenges while strengthening collaboration and driving transformation across ministries.
CAG partnered with the Academy of Public Administration and Governance (APAG) of Viet Nam to deliver MENGPEL, a leadership development programme for high-potential public sector leaders.
The programme brings together emerging public sector leaders from across Viet Nam's central and provincial governments to strengthen their leadership and governance capabilities. Delivered through a series of programme segments in Viet Nam and Singapore, MENGPEL provides opportunities for leaders from different levels of government to exchange perspectives, build shared approaches, and apply their learning within their respective agencies.
Combining leadership development, peer learning, and practical application, MENGPEL equips participants to lead organisational change, strengthen cross-government collaboration, and contribute to the continued modernisation of Viet Nam’s public sector.
International Leadership Exchanges
Alongside the United Nations Development Programme (UNDP) and CityNet, CAG designed and delivered a future-ready urban governance programme for city leaders across South and Southeast Asia. Focusing on anticipatory, adaptive, and agile governance, the Academy created a peer-learning experience that combined virtual exchanges, applied assignments, and an in-person workshop, enabling participants to learn from global good practices, test new ideas collaboratively, and build lasting networks to address future urban governance challenges.
Cities worked side by side on real-world urban challenges, learning from a diverse group of subject-matter experts and senior city leaders while building networks with peers from across the region. Participants left with practical tools and a deeper understanding of how to apply anticipatory, adaptive, and agile approaches within their own cities.
At the invitation of Brunei Institut Perkhidmatan Awam (IPA), CAG facilitated a regional workshop under the ACCSM Work Plan, bringing together representatives from ASEAN member states to co-create a shared framework for measuring public sector productivity and advancing high performance government.
Through facilitated discussions, collaborative working sessions, and peer exchange, participants identified common principles, indicators, and approaches to assessing public sector productivity across diverse national contexts. The workshop fostered regional consensus, established a shared foundation for future collaboration on civil service modernisation and performance improvement, and strengthened cooperation among ASEAN member states.
Architecting National Schools of Government (NSGs)
The Government of Malawi engaged CAG to provide technical advice on the governance, organisational architecture, and operational model of the newly established MSG, the country's national public sector training institute.
The Academy facilitated a Curriculum Development and Instructional Design workshop for MSG staff and external facilitators, grounding them in adult learning principles and curriculum design techniques while working with them to refine module outlines and develop implementation roadmaps for delivery.
Beyond the workshop, the Academy helped build MSG's long-term capability to design and deliver programmes independently, providing support and feedback as participants further developed their modules. MSG has since launched its own Leadership Milestone Programme, in partnership with the United Nations Development Programme (UNDP) Malawi and Cambridge Governance Labs, demonstrating the institute’s growing capability to design and deliver leadership development programmes for Malawi's public service.
