The Chandler Institute of Governance (CIG) was founded by Richard F. Chandler in 2019. Our vision is to be a partner to government leaders, enabling them to build strong nations for the next generation. In 2026, CIG rebranded as the Chandler Governance Group (CGG), reflecting its deepening identity, expertise, and partnerships as it supports governments through training, institutional strengthening, and knowledge sharing.
At the Chandler Academy of Governance (CAG), which is the training arm of CGG, we realise this vision through the training programmes we design and deliver for millions of public servants, who form the core of any government institution and are at the heart of public service.
Through these programmes, we help to equip public service leaders with the tools and skills to make wise decisions from a generational perspective, to engineer and architect strong organisations and systems that form the basis for strong governments, and to design and implement policies that work.

2019
- The Chandler Institute of Governance (CIG) is established
- CIG trains the Costa Rica Directorate General for Civil Service in human resource management - our first programme in the Americas
- CIG signs MOUs with the Vietnamese government and commences joint activities in research and training


2020
- CIG signs MOU with the Government of Punjab to establish collaboration in public service capability development
- CIG partners with Punjab state institutions on public sector leadership training and investment promotion
2021
- The Chandler Academy of Governance (CAG) is established as the training arm of CIG; appointment of the founding Dean
- CAG signs an MOU with Bangladesh’s BRAC Institute of Governance and Development
- CAG expands training work globally, delivering training programmes with government partners in Zambia, the Philippines and Singapore


2022
- CAG signs MOUs with institutions in Singapore, Zambia and Rwanda to deepen collaboration in training, research and knowledge sharing
- CAG delivers first milestone leadership programme for young public sector leaders in Kenya
- CAG develops and delivers proprietary courses in areas such as National Story, Public Policy Design & Implementation, and Strategic Planning
- CAG delivers our very first batch of self-paced online learning courses
- CAG launches the Global Survey on Public Sector Training
2023
- CAG launches the Strong Nations for Africa Programme, a pan-African initiative uniting senior African public sector leaders dedicated to strengthening governance and driving high performance governments.
- CAG embarks on its inaugural collaboration with Singapore Cooperation Enterprise (SCE) to train senior government leaders from the Republic of Guinea.
- CAG participates in the annual ASEAN Public Service Training Institutes (PSTI) forum in Viet Nam, facilitating discussions on opportunities for regional collaboration in public sector leadership development.
- CAG conducts its first collaboration with the Rwanda Cooperation Initiative though a virtual workshop on protocol and international engagements.


2024
- CAG undertakes its first advisory project, providing technical advice on the architecture and operational structure of the Malawi School of Government (MSG). This led to a deeper partnership to build core staff capabilities and co-design and deliver the MSG’s inaugural leadership milestone programme.
- CAG strengthens its province-level partnerships in Viet Nam by signing an MoU with Ho Chi Minh City and launching its first programme with Tay Ninh Province.
- CAG expands its training footprint into Brunei and South Africa, delivering training for civil servants in both countries for the first time.
2025
- CAG partners the Government of Uganda to launch an inaugural leadership training programme for its Permanent Secretaries to strengthen civil service performance at the highest levels.
- CAG commences its first collaboration with the Lee Kuan Yew School of Public Policy (LKYSPP) to provide training on national visioning and strategic planning for government leaders in Eritrea.
- CAG deepened its partnership with Brunei by signing an MoU with the Institut Perkhidmatan Awam (IPA).
- CAG delivers its first-ever training programmes in Bhutan in partnership with the Royal Civil Service Commission and the Ministry of Finance.

CAG partners with Rwanda’s Ministry of ICT and Innovation (MINICT) to deliver an International Knowledge Exchange Workshop on ICT Policy and Law Design.
