Key Insights from the 2026 Edition
The findings show that PSTIs are confident in their strategic direction but operationally stretched. While over 90% report strong alignment with government priorities and awareness of future trends, only about half say they are on track to meet their goals, highlighting a clear execution gap.
Financial sustainability is a growing pressure point. Fewer than 40% believe current funding is sufficient, and less than half have a viable long-term model. With government sources still accounting for over 70% of revenues, PSTIs are increasingly turning to cost recovery and partnerships to diversify funding.
Digital learning is now mainstream. Nearly 60% have expanded online offerings, with rising adoption of asynchronous and tech-enabled delivery, signalling a shift from experimentation to scale.
AI is on the agenda, but adoption lags. While most PSTIs understand its potential, only a small minority have concrete plans or are fully leveraging it, with skills and budget constraints the biggest barriers.
Overall, PSTIs are moving decisively in the right direction, but pace of execution and resource constraints will determine how far and how fast PSTIs can transform.
